TrainForTrade Port Management Programme Training of Trainers, Modules 1-4, Spain

The UNCTAD TrainForTrade Port Management Programme (PMP) supports port communities in developing countries in delivering more efficient and competitive port management services. In order to increase trade flows and foster economic development, the programme creates port networks bringing together public, private and international entities. The aim is to share knowledge and expertise between port operators and strengthen talent management and human resources development in port communities. During the last 25 years the PMP has benefited over 7’000 port managers across Africa, Asia, Europe, Latin America and the Caribbean in three language-based networks (English, French and Spanish).

Dates and working language

In the framework of UNCTAD's English-speaking Network of Ports, the Modules 1 to 4 of the "Modern Port Management" course will be delivered in English, in 2 steps:

1st part: e-Learning (learn.unctad.org)

The first part of the training is a mandatory distance learning session from 12 December 2022 to 27 January 2023, covering the content of the modules 1 to 4.

Access to the training package on the learn.unctad.org platform of UNCTAD TrainForTrade is limited to the members and protected by UN.

2nd part: Face-to-face workshop in Las Palmas

The face-to-face session for the modules 1 to 4 will be hosted by the Port Authority of Las Palmas de Gran Canaria, Spain from 8–15 February 2023. The training location will be at the port of Las Palmas. During the face-to-face workshop, participants will contribute to the deliveries of the content of the modules along-side with the experts from the port partners and UNCTAD. A total of 2 group exercises will also be conducted to stimulate knowledge sharing between the participants. The candidates will do the tests during the online sessions in order to qualify for the final Certification. During the same period, a technical port visit and the Coordination meeting of the Network will be organised. The Port Endeavor Game will also be played with the participants in cooperation with International Association of Ports and Harbors as part of the training and capacity building programme.

Objectives

The two main objectives are:

1. To train senior and executive managers from the port communities with the knowledge and skills to deliver the "Modern Port Management" course of UNCTAD’s Port Management Programme.

At the end of the workshop, the participants will be able to:

  • Assess the current and future role of a commercial port
  • Define the port users’ requirements
  • Master the daily tasks of port management
  • Contribute to the improvement of port efficiency
  • Describe the role and functions of an innovative port that integrates the future needs of the Port Community
  • Present the situation in your own port

2. To develop a framework for the replication of the training in the port communities of the beneficiary countries. At the end of this workshop, the senior manager will have the skills and knowledge to serve as trainers in their own countries; they will be able to use the pedagogical material of UNCTAD Port Management Programme to replicate the training at the national level for the benefit of middle managers from their own port community.

The sessions will be presented by the participants from the Network and the port partners around the 4 main modules:

  1. International Trade and Transport
  2. The Organisation of a Port System
  3. The Functioning of a Port System
  4. Challenges of Sustainable Ports

Side events: Technical visit of the Port of Las Palmas

A dedicated technical visit of the port facilities of Las Palmas will be organised by the Port Authority of Las Palmas for the delegates of the Port Network in order to receive a comprehensive view of the latest developments in Gran Canaria and its importance for the Spanish economy.

Port Endeavor game

During the delivery of Module 4, the Port Endeavor game will be played by the participants with the moderation of TrainForTrade team and representatives of the International Association of Ports and Harbors (IAPH) and the Port of Antwerp-Bruges, during a dedicated session on UN Sustainable Development Goals in ports.

Coordination Meeting of the Port Management Programme (PMP)

The 2023 meeting relating to the Technical Assistance provided in the PMP to the members will be organised on the last day of the face-to-face programme. It will give members of the UNCTAD English-speaking Network the opportunity to exchange good practices and lessons learned and fine-tune the existing road maps/action plans.

Delegates

UNCTAD will select around 25 delegates from the registrations received from invited ports. Selected delegates must commit to fully participate in the distance learning and face-to-face sessions as well as in related training and capacity building activities organised in their respective countries.

Delegates will be invited to present specific segments related to their expertise and in relation with the thematic of modules 1 to 4 of the Modern Port Management course. They will prepare PowerPoint presentations and contribute directly to the delivery of the face-to-face schedule in Las Palmas, Gran Canaria, Spain.

Target group: Senior Managers (of departments related to port activities – commercial, technical, administrative, economic, customs, etc.) with a solid academic background and a sound experience in the port community. Competence in the English language and familiarity with Internet and digital tools are required.
